God starts by blaming the priests and house of Israel for not living in correct manner for the nations spiritual corruptness, they didn't even respond humbly when rebuked. Apparently when they do seek the Lord it isn't with repentant hearts but is instead superficial, and so they will not find Him. Verse 10 mentions landmarks (referring the spiritual lines) that Judah kept crossing, changing their boundaries for their convenience.
However the final verse indicates that God is doing this for the purpose of reconciliation with His people. They will not truly repent and earnestly seek Him until affliction makes them look to God.
This all reminds me of myself, how I struggle to get over sexual sin, or bitterness, or loneliness. I know the Law and I know the gospel, but I still struggle to overcome these stumbling blocks, am I earnestly seeking God or am I seeking christian character? Despite being a sinner, I'm mostly convinced I'm on good terms with God because I've repented and am still repenting. I assume God is going to break me if I don't get through this by myself. Why is it that I frequently seek the Lord after affliction comes, why not seek Him now?
